Each county source reduction and recycling element shall include, but is not limited to, all of the following components for solid waste generated in the jurisdiction of the plan:
(a)A waste characterization component.
(b)A source reduction component.
(c)A recycling component.
(d)A composting component.
(e)A solid waste facility capacity component.
(f)An education and public information component.
(g)A funding component.
(h)A special waste component.
