(a)The board of supervisors shall adopt plans, specifications, strain sheets, and working details for the work.
(b)For projects at or below the dollar limit specified in Section 20145, the Board of Supervisors of the County of Los Angeles may delegate the duties described in subdivision
(a)to the director of public works pursuant to Section 20145.
(c)This section shall become operative on January 1, 2030.
