The implementation of Sections 29500, 29505, 29515, 29520, and 29525, and of subdivision
(a)of Section 29510, by the department is exempt from the Administrative Procedure Act (Chapter 3.5 (commencing with Section 11340) of Part 1 of Division 3 of Title 2 of the Government Code).
