Every person who purchases, or pays any money or other valuable thing for, any person for the purpose of prostitution as defined in subdivision
(b)of Section 647, or for the purpose of placing such person, for immoral purposes, in any house or place against his or her will, is guilty of a felony punishable by imprisonment in the state prison for 16 months, or two or three years.
