Any city, county, city and county, district, or joint powers agency which desires to receive state aid pursuant to this chapter for the training of regularly employed and paid local public safety dispatchers, as described in subdivision
(c)of Section 13510, shall include that request for aid in its application to the commission pursuant to Sections 13522 and 13523.
