The office shall provide technical assistance to local agencies in combating noise pollution. Such assistance shall include but not be limited to:
(a)Advice concerning methods of noise abatement and control.
(b)Advice on training of noise control personnel.
(c)Advice on selection and operation of noise abatement equipment.
