In developing criteria for selection of residential rehabilitation areas pursuant to subdivision
(a)of Section 37922, the local agency shall analyze the need for senior citizen housing within its jurisdiction and shall, at a public hearing, consider criteria which give priority to rehabilitation of senior citizen housing.
