Notwithstanding any other provision of this chapter, all tax increments allocated to the agency pursuant to subdivision
(b)of Section 33670 with respect to a redevelopment project for which a special assessment district has been created pursuant to this chapter, shall first be used to pay indebtedness, as defined in this chapter.
