“State operational costs” means the costs to the state of overseeing removal and remedial action, as defined in Sections 78125 and 78135, to releases of hazardous substances, as defined in subdivision
(a)of Section 78075 and subdivision
(a)of Section 78105, if the responsible party is in compliance with an order issued, or with an enforceable agreement entered into, pursuant to paragraph
(1)of subdivision
(a)of Section 79055. “State operational costs” include, but are not limited to, the expenditure of funds pursuant to Section 79065.
