Except as provided in Section 111080, any bottled water or vended water, the quality of which is below the quality required by this article, shall be labeled with a statement of substandard quality, as prescribed by subsection
(b)of Section 165.110 of Subpart B of Part 165 of Title 21 of the Code of Federal Regulations.
