A registered certification organization shall adopt and adhere to a certification plan filed annually and made publicly available. Except in the case of a certification program established pursuant to subdivision
(e)of Section 110850, a certification plan shall be filed as part of the registration required pursuant to subdivision
(d)of Section 110850. A certification plan shall at minimum include a detailed description of all of the following elements of the certification organization’s program:
(a)Minimum information required from producers or processors regarding growing or processing practices and methods for verifying that information.
(b)Qualifications of and training requirements for all inspectors.
(c)Procedures for inspection, including frequency and items covered.
(d)Procedures for soil and tissue sampling and analysis.
(e)Criteria for certification.
(f)Process for certification decisionmaking, including identification of persons with decisionmaking authority.
