This article shall not apply to any of the following:
(a)A hazardous substance release site listed pursuant to Article 5 (commencing with Section 78760) of Chapter 4 of Part 2 of Division 45, a site subject to an order or enforceable agreement issued pursuant to Article 1 (commencing with Section 78650) of Chapter 4 of Part 2 of Division 45 or Section 78870 or 79055, or a site where the department has initiated action pursuant to Article 10 (commencing with Section 79130) of Chapter 5 of Part 2 of Division 45.
(b)A site subject to a corrective action order or agreement issued pursuant to Section 25187.
(c)A site subject to a cleanup and abatement order issued pursuant to Section 13304 of the Water Code.
(d)A facility that is subject to the requirements of Section 25200.10 or 25200.14.
