As used in this chapter, the term “disaster” means those conditions specified in subdivisions
(b)and
(c)of Section 8558 if the estimated damage exceeds three billion dollars ($3,000,000,000) or the Governor orders the Director of Emergency Services to carry out the provisions of this chapter.
