As used in this article “comprehensive water resources management plan” means a plan for coordinating and managing the supply and distribution of water for residential, commercial, industrial or other purposes and for coordinating and managing the treatment and disposal of waste water from all sources. Such plan shall consider and seek to harmonize:
(1)the needs and goals of the entire county;
(2)the plans of public agencies engaged in water supply and distribution activities and those engaged in waste water treatment and disposal activities; and
(3)the plans and planning activities of federal, state and other governmental agencies which affect or are concerned with the management of water and waste water resources within the county.
