“Handler” means any of the following:
(a)A processor.
(b)A receiver.
(c)A wholesaler.
(d)An exporter.
(e)An individual licensed or working for a partnership, corporation, or any other business unit or organization licensed pursuant to subdivision
(a)of Section 8032 of the Fish and Game Code and engaged in the California commercial salmon fishery.
