If the date of a general municipal election is changed by municipal ordinance pursuant to subdivision
(a)of Section 10403.5 or by charter, the period to file as a candidate for the general municipal election shall be the same as the nomination period to file as a candidate for the election in which the general municipal election is consolidated, notwithstanding Section 10220.
