(a)The governing board of a community college district may, with the approval of the board, establish an extended opportunity program.
Except as provided in subdivision (b), in order to be eligible to receive state funding, the program shall meet the minimum standards established pursuant to subdivision
(b)of Section 69648.
(b)The board of governors may waive any or all of the minimum standards established pursuant to subdivision
(b)of Section 69648 if the board of governors determines that unusual circumstances which merit a waiver exist.
