This chapter, except for Article 5.5 (commencing with Section 69438), Article 9 (commencing with Section 69465), and Article 10 (commencing with Section 69470), shall become inoperative on July 1, 2024, and as of January 1 of the year following that inoperative date, is repealed, only if General Fund moneys over the multiyear forecasts beginning in the 2024–25 fiscal year are available to support ongoing augmentations and actions, and if funding is provided in the annual Budget Act to implement the Cal Grant Reform Act pursuant to Chapter 1.5 (commencing with Section 69405) of this part.
