(a)The revenues transferred pursuant to Sections 6051.15 and 6201.15 of the Revenue and Taxation Code are not “General Fund revenues” as that term is used in Section 8 of Article XVI of the California Constitution.
(b)This section shall be operative for the 2011–12 fiscal year and subsequent years so long as one or more ballot measures approved before November 17, 2012, authorize the determination in subdivision
(a)and provide funding for school districts and community college districts in an amount equal to that which would have been provided if the revenues referenced in subdivision
(a)were General Fund revenues for purposes of Section 8 of Article XVI of the California Constitution.
