(a)The sum of four hundred six million six hundred sixty-four thousand dollars ($406,664,000) is hereby appropriated in the 2019–20 fiscal year from the General Fund to the State School Fund for allocation by the Superintendent pursuant to Section 42238.02.
(1)For purposes of making the computations required by Section 8 of Article XVI of the California Constitution, three hundred ninety-one million four hundred forty-one thousand dollars ($391,441,000) of the amount appropriated in subdivision
(a)shall be deemed to be “General Fund revenues appropriated for school districts,” as defined in subdivision
(c)of Section 41202, for the 2018–19 fiscal year, and included within the “total allocations to school districts and community college districts from General Fund proceeds of taxes appropriated pursuant to Article XIII B,” as defined in subdivision
(e)of Section 41202, for the 2018–19 fiscal year.
(2)For purposes of making the computations required by Section 8 of Article XVI of the California Constitution, fifteen million two hundred twenty-three thousand dollars ($15,223,000) of the amount appropriated in subdivision
(a)shall be applied to the outstanding balance of the minimum funding obligation to school districts and community college districts, pursuant to Section 8 of Article XVI of the California Constitution, for the 2013–14 fiscal year, and shall be deemed to be appropriations made and allocated in that fiscal year in which the deficiencies resulting in the outstanding balance were incurred.
