(a)In any fiscal year in which the amount of the moneys that are required to be applied by the state for the support of school districts and community college districts is determined under paragraph
(3)of subdivision
(b)of Section 8 of Article XVI of the California Constitution, a supplemental appropriation shall be made from the General Fund for the support of those entities in that sum by which the amount determined under that paragraph is exceeded by the amount computed under subdivision
(b)of this section.
(b)The amount of General Fund revenues required to assure that the rate of growth in total allocations per unit of average daily attendance to school districts and community college districts from General Fund proceeds of taxes appropriated pursuant to Article XIII B of the California Constitution, excluding any revenues allocated pursuant to subdivision
(a)of Section 8.5 of Article XVI of the California Constitution, and allocated local proceeds of taxes is not less than the rate of growth in per capita appropriations for all other programs and services from General Fund proceeds of taxes appropriated pursuant to Article XIII B of the California Constitution, excluding any revenues allocated pursuant to subdivision
(a)of Section 8.5 of Article XVI of the California Constitution.
(c)In no event shall the total amount appropriated in any fiscal year pursuant to this section and paragraph
(3)of subdivision
(b)of Section 8 of Article XVI of the California Constitution exceed the amount that would have been computed pursuant to paragraph
(2)of subdivision
(b)of Section 8 of Article XVI of the California Constitution.
(d)Notwithstanding any other law, this section does not apply to the 2016–17 fiscal year to the 2020–21 fiscal year, inclusive.
