No project shall be approved for the reconstruction, modernization, or replacement of any school building that was constructed or reconstructed less than 30 years, or, in the case of any portable classroom, as defined in subdivision
(e)of Section 17042.5, less than 20 years, prior to the date of approval of the project applied for under this chapter.
