Any applicant for licensure as a professional engineer, upon meeting all of the requirements prescribed in subdivision
(c)of Section 6751 and who has otherwise qualified hereunder as a professional engineer, shall have a certificate of registration issued to him or her as a professional engineer in the particular branch for which he or she is found qualified.
