(a)Support centers satisfying the qualifications specified in subdivision
(b)of Section 6213 which were operating an office and providing services in California on December 31, 1980, shall be presumed to be qualified support centers for the purposes of this article.
(b)Support centers not qualifying under the presumption specified in subdivision
(a)may qualify as a support center by meeting both of the following additional criteria:
(1)Meeting quality control standards established by the State Bar.
(2)Being deemed to be of special need by a majority of the qualified legal services projects.
