(a)Unless it is otherwise expressly provided, any person, whether licensed under this chapter or not, who violates any provision of this article is guilty of a misdemeanor.
(b)A person, whether licensed under this chapter or not, who violates Section 2273 is punishable pursuant to subdivision
(b)of Section 2315.
