If a question of consent is appealed to the board under subdivision
(a)of Section 19601 or subdivision
(f)of Section 19605.3, the board shall hold a hearing on the appeal. Notwithstanding any other provision of law, the board may hold a hearing pursuant to this section within 24 hours of noticing the hearing.
