Not later than 180 days after the date of the enactment of this Act, the Administrator shall provide the appropriate committees of Congress with a briefing on the costs, benefits, risks, training requirements, and policy or legal implications, including liability matters, of launching United States Government personnel on commercial suborbital vehicles.
