The Comptroller General of the United States shall conduct a study to determine, as of the date of the enactment of this Act— how many rules (as that term is defined in section 804 of title 5, United States Code, as added by this title) were in effect; how many major rules (as that term is defined in section 804 of title 5, United States Code, as added by this title) were in effect; and the total estimated economic cost imposed by all such rules. Not later than 1 year after the date of enactment of this Act, the Comptroller General of the United States shall submit to Congress, and publish on the website of the Government Accountability Office, a report that contains the findings of the study conducted under subsection (a).
