In this Act: The term Bureau means the Bureau of Land Management. The term range improvement has the meaning given the term in section 3 of the Public Rangelands Improvement Act of 1978 ( 43 U.S.C. 1902 ). The term Secretary means the Secretary of the Interior. The term State means the State of Wyoming. The term wilderness area means a wilderness area designated by section 3.
