Section 4 of the Agricultural Foreign Investment Disclosure Act of ( 7 U.S.C. 3503 ) is amended— by striking the section designation and all that follows through The Secretary and inserting the following: The Secretary ; and by adding at the end the following: The Secretary shall prioritize enforcement actions, including investigations, audits, compliance reviews, and penalties, for transactions involving foreign adversaries, with priority given to persons associated with the People's Republic of China. The Secretary shall refer to the Committee on Foreign Investment in the United States any transaction that the Secretary determines may pose a national security risk. .
