The Administrator may promulgate such regulations as are necessary to carry out this title consistent with the policy described in section 103(a). In carrying out any rulemaking under this title that requires a period of notice and opportunity for public comment, that rulemaking shall be carried out in accordance with section 553 of title 5, United States Code.
