Section 1204 of the Implementing Recommendations of the 9/11 Commission Act of 2007 ( 6 U.S.C. 1102 ) is amended— in subsection (b)— in paragraph (3), by inserting /Academy of Counter-Terrorist Education after Training ; in paragraph (4)— by striking Rescue and inserting Recovery ; and by striking University and inserting Engineering Extension Service ; by amending paragraphs
(5)and
(6)to read as follows: Counterterrorism Operations Support/Nevada Nuclear Security Sites under the National Nuclear Security Administration; MxV Learning Institute in Pueblo, Colorado; ; in paragraph (7), by striking the period at the end and inserting ; and ; and by adding at the end the following: the Rural Domestic Preparedness Consortium of the Center for Rural Development, Somerset, Kentucky. ; in subsection (c)— by striking and tribal and inserting tribal, and territorial public safety and ; by striking at the performance and and inserting through various modalities at the performance, ; and by inserting and education after of training ; in subsection (d), by amending paragraph
(2)to read as follows: for the entities described in paragraphs
(2)through
(8)of subsection (b)— $111,000,000 for fiscal year 2027; $114,000,000 for fiscal year 2028; $117,000,000 for fiscal year 2029; $120,000,000 for fiscal year 2030; and $125,000,000 for fiscal year 2031. ; and by amending subsection
(e)to read as follows: From the amounts appropriated pursuant to this section, the Secretary shall ensure that amounts provided to each of the entities described in paragraphs
(2)through
(7)of subsection
(b)are not less than the amounts provided to each such entity for participation in the Consortium in fiscal year 2023. In the event the total amount appropriated, in the aggregate, for all entities described in paragraphs
(2)through
(7)of subsection
(b)in a fiscal year under subsection (d)(2) is less than the sum of the amounts authorized to be appropriated in that fiscal year, the Secretary shall allocate funds proportionally to those entities in the same manner as such funds were allocated in fiscal year 2023. Unless otherwise directed, appropriation increases under subparagraph
(A)shall be equally distributed to the entities described in paragraphs
(2)through
(7)of subsection (b). .
