Sec. 401. Validating marine carbon dioxide removal

The Under Secretary of Commerce for Standards and Technology shall carry out an initiative to develop and standardize benchmark materials, measurements, data, and models to accelerate innovation in and validate performance of materials and technologies for marine carbon dioxide removal. In carrying out the activities described in subsection (a), the Under Secretary of Commerce for Standards and Technology shall coordinate with the heads of such Federal agencies as the Under Secretary considers appropriate, including the Under Secretary of Commerce for Oceans and Atmosphere.
The Under Secretary of Commerce for Standards and Technology, in coordination with the Secretary of State, shall engage international bodies to promote global adoption of the standards referred to in subsection (a). There are authorized to be appropriated to the Under Secretary of Commerce for Standards and Technology to carry out this section such sums as may be necessary for each of fiscal years 2027 through 2031.
