Congress finds that the construction and operation of data centers and the power sources used to supply data centers with energy— are matters concerning interstate commerce, including the channels of interstate commerce, the instrumentalities of interstate commerce, and persons and things in interstate commerce; and constitute economic activities that have a substantial effect on interstate commerce.
