Sec. 6. Civil actions for violation of standards

An individual who is detained in a facility required to comply with the standards established pursuant to section 4 and is injured as a result of a violation of any such standard may file a claim in the appropriate district court of the United States. In a civil action brought under this section, the court may— order injunctive relief and award compensatory damages; and award the prevailing party reasonable attorney fees and costs.
