Nothing in this Act may be construed to terminate— United States financial assistance to entities that are not controlled by an agent of a covered foreign principal; or any foreign assistance (as defined in section 634(b)(1) of the Foreign Assistance Act of 1962 ( 22 U.S.C. 2394(b)(1) )).
