Not later than 1 year after the date of the enactment of this Act, the Comptroller General of the United States shall conduct a review of existing processes and reporting requirements associated with research and development programs established within the National Institute of Standards and Technology, the National Science Foundation, and the Department of Energy pursuant to the National Quantum Initiative Act ( 15 U.S.C. 8801 et seq. ) to identify potential opportunities— to reduce duplicative and unnecessary paperwork and reporting requirements without compromising security, transparency, and accountability; and to expedite access to facilities and equipment of the Federal Government for researchers affiliated with such programs.
The review required under subsection
(a)shall cover all research and development programs established pursuant to sections 201, 302, 402, 403, and 404 of the National Quantum Initiative Act ( 15 U.S.C. 8831 , 8842, 8852, 8853, and 8854). Not later than 180 days after completing the review under subsection (a), the Comptroller General shall submit to the Committee on Commerce, Science, and Transportation and the Committee on Energy and Natural Resources of the Senate and the Committee on Energy and Commerce of the House of Representatives a report on the findings of the review, which shall include recommendations relating to paragraphs
(1)and
(2)of such subsection.
