Section 8104(a)(2)(A) of title 38, United States Code, is amended— by striking No funds and inserting
(i)No funds ; by inserting land acquisition or before advance planning ; and by adding at the end the following new clause: The exception under clause
(i)for land acquisition shall apply only to a major medical facility project that has been included in the five-year development plan, or any successor similar plan, of the Department included in the budget of the President for a fiscal year submitted under section 1105(a) of title 31. .
