Funds made available in this title under the headings Energy Efficiency and Renewable Energy , Electricity , Fossil Energy , Cybersecurity, Energy Security, and Emergency Response , Manufacturing and Energy Supply Chains , and Science that are allocated for the purposes of section 9 of the Small Business Act, as amended ( 15 U.S.C. 638 ), including for Small Business Innovation Research and Small Business Technology Transfer activities, or for the purposes of section 1001 of the Energy Policy Act of 2005, as amended ( 42 U.S.C. 16391 ), for Technology Commercialization Fund activities, may be reprogrammed within each account without being subject to the restrictions in section 301 of this title:
