Of the unobligated balances from prior year appropriations made available to the Department of Energy under the heading Atomic Energy Defense Activities—National Nuclear Security Administration—Defense Nuclear Nonproliferation , $39,000,000 are hereby permanently rescinded: That no amounts may be rescinded from amounts that were previously designated by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985.
