The Under Secretary shall ensure, to the greatest extent practicable, that activities carried out under this Act and the amendments made by this Act are not duplicative of activities supported by other parts of the Administration or other relevant Federal agencies. In carrying out activities under this Act and the amendments made by this Act, the Under Secretary shall coordinate with the Administration and heads of other Federal research agencies— to ensure those activities enhance and complement, but do not constitute unnecessary duplication of, efforts; and to ensure the responsible stewardship of funds.
Nothing in this Act may be construed— to satisfy any requirement for government-to-government consultation with Indian tribes; or to affect or modify any treaty or other right of any Indian tribe.
