Not later than 2 years after the date of enactment of this Act, and every 5 years thereafter, the Administrator shall— issue a request for proposals to identify potential alternative technologies that, if used by operators, will meet the intent of an existing pipeline safety regulation and provide an equal or greater level of pipeline safety; and allow the public the opportunity to comment on those proposals. If the Secretary determines that a technology that is commercially available would meet the intent of an existing pipeline safety regulation and provide an equal or greater level of pipeline safety, the Administrator may issue a notice of proposed rulemaking to update the relevant regulations to allow operators to adopt the use of such technology.
