The Secretary, in consultation with the Administrator of the Federal Emergency Management Agency, shall develop voluntary guidance to assist owners and operators of pipeline facilities with coordinating with State, local, Tribal, and territorial governmental entities to make use of existing public alert notification systems, such as the Integrated Public Alert and Warning System of the Federal Emergency Management Agency described in section 526 of the Homeland Security Act of 2002 ( 6 U.S.C. 321o ) to issue emergency alerts and appropriate guidance via mobile phones, radio, or television in a locally targeted area in the event of a pipeline emergency..
Any procedures established by an operator under subsection
(a)shall be incorporated into the emergency response plan maintained by the operator under section 60102(d)(5) of title 49, United States Code.
