Sec. 210. Assessment of composite materials

The Administrator shall gather and assess any studies, data, standards, and approved applications available as of the date of enactment of this Act that address the safety of composite materials to support the safe transportation of— natural gas; natural gas liquids; new fuels, such as hydrogen and hydrogen blended with natural gas; and new fluids, such as carbon dioxide. The assessment under subsection
(a)shall be completed not later than 1 year after the date of enactment of this Act. Not later than 30 days after completing the assessment under subsection (a), the Administrator shall submit to the appropriate committees of Congress a report describing the conclusions of the assessment. If the Administrator concludes, based on the assessment under subsection (a), that composite materials provide, at a minimum, an equivalent level of safety as other pipelines under the jurisdiction of the Administration, the Administrator shall promulgate regulations, not later than 180 days after the date on which the report under subsection
(c)is submitted, that allow for the use of composite materials for the transportation of new fuels. The regulations promulgated under paragraph
(1)may include adoption or incorporation by reference of existing industry consensus standards.
