Sec. 132. Strategy for countries that do not make sufficient efforts to comply with minimum standards for operating as a flag state

Not later than one year after the date of the enactment of this Act, and annually thereafter through 2030, the Secretary of State, in consultation with the heads of appropriate Federal agencies, shall— conduct an assessment of countries that do not meet the minimum standards for operating as a flag state registry in compliance with United States policy, including the standards described in section 131; and submit to the appropriate congressional committees a strategy for identifying and engaging with those countries.
