It is the sense of Congress that the United States supports the efforts of the Joint Expeditionary Force to track, monitor, deter, and if necessary, respond to operations and illicit activities of the Russian shadow fleet. It shall be the policy of the United States to use relevant maritime elements of the United States Government to support and amplify the authorized efforts of the Joint Expeditionary Force.
