Notwithstanding section 101, the amounts made available to the Department for Energy Efficiency and Renewable Energy , Electricity , Fossil Energy and Carbon Management , and Cybersecurity, Energy Security, and Emergency Response , shall be obligated and expended for the programs, projects, and activities, and in the amounts, specified in the Final Bill column in the Department of Energy table included under the heading Title III—Department of Energy in the explanatory statement described in section 4 in the matter preceding division A of Public Law Public Law 118–42 and subsection (e), (f), and
(g)of section 301 of Public Law 118–42 shall not apply to such amounts.
