In this Act: The term appropriate congressional committees means— the Committee on Foreign Relations of the Senate; and the Committee on Foreign Affairs of the House of Representatives. The term Boko Haram means Jama’tu Ahlis Sunna Lidda’awati wal-Jihad. The term ISIS-West Africa means the Islamic State West Africa Province. The term Nigerian blasphemy laws refers to provisions in Nigeria’s criminal, penal, or Shari’a codes that criminalize expression, behavior, or belief perceived as insulting religion. The term person means an individual or entity.
