Nothing in this Act or the amendments made by this Act shall be construed to preempt or supersede any State or local law, regulation, policy, or program, including laws, regulations, polices, and programs that— limit, set, or enforce standards for greenhouse gas emissions; monitor, report, and keep records of greenhouse gas emissions; provide cost recovery for climate adaptation, mitigation, or resilience; or conduct or support investigations.
