Not later than 1 year after the date of enactment of this Act, the Secretary shall issue final regulations related to the implementation of this Act and the amendments made by this Act, including the provisions of subsection
(i)of section 1111, section 2253, and 2254 of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 6311 ), as added by this Act. Notwithstanding any other provision of law, the Secretary may take such steps as the Secretary determines are reasonably necessary to implement the provisions of this Act and the amendments made by this Act.
